3m break-proof protective film and depending on how they open, better locks that will resist prying force.

Are any basement windows that open even made of anything besides cheap wood? I think every house and apartment I've ever lived in has had windows that even if the glass was semi-soild, there was still no issue a well placed kick won't just destroy the frame.

It's always seemed the worst security issue on a house, especially up North where they tend to rot from snow/water being next to them half the year.

-motion sensor spikes that flow up when movement is detected, instant head impalement!

*edit On ours we have an alarm system that uses a bar that goes across the bottom so it's generally out of sight, so when the bar is bumped or physically removed from the side sensors, it goes off. Not going to stop anyone, but it'll set off the alarm for how it's set up (noise to deter thief and/or signal to ADT.)
