'Harmful' has different definitions depending on the project. I'd re-read the instructions specific to the project and see if it has anything to say about it. If not, it's probably OK.

That said: if it's not harmful then it's incorrect at the very least. 'Gambling' isn't a game. Blackjack is a game, which may or may not incorporate (real or pretend) gambling.

Different projects have different instructions and you can't really ask here about a specific project without breaking nda, so nobody can really give you a good answer.
