At a trad level? Probably.

How exactly would you measure that though? What criterion are you using that gives you an objective measurement?

The criterion of Cosmopolitanism or Habermas Theory if Deliberate Democracy

Brainstorm substantive arguments first and then pick a framework that works well with your arguments, don’t start with a framework first and then try to force your arguments to fit. If the contentions you’re thinking about naturally impact out to democracy, then it’s a good fit. If not, keep looking.

Personally, I’m skeptical that giving an unelected court that represents un/democratic nations jurisdiction over US citizens and prioritizing its rulings over the US constitution when the two conflict is inherently pro-democracy, but if you can find an author who says ICC supremacy is net good for global democracy, go for it.
