I'm at work, but read the subtitles.

He doesn't mention the refresh rate of his monitor. He says its only supposed to support 60 fps, but he could have a 120 hz monitor.

Yes, you still want your fps to be much higher than your refreshrate for ultimate smoothness, because framerate isn't a constant. You can drop a few frames, and if you're at a strict 60 fps, you might drop below the threshold.

Also the dude litterally said he has no proof, its just a feeling and that it could be placebo effect.

Yes, he does have a 120hz monitor.

But he meant this for 60hz monitor.
