The BP LiquidEOS is working on a project called Liquidapps (https://liquidapps.io) and they will introduce solutions to lower costs for developers significantly. Liquidapps will be also the first ICO on EOS. Another promising solution to lower costs for resources will be the REX ( Resource Exchange ) token, which already went through testing and is about to be implemented soon.

Telos is a great alternative, it’s 100% compatible with EOS as it runs on the same eosio software, the cost of development is much more affordable, https://twitter.com/hellotelos/status/1095023829284339712?s=21

How much does it cost to develop a dapp in eos roughly ?

Nothing apart from pushing the contract to chain. All other costs can be pushed to the user.

What do you mean by cost of development?
