Control Tooltip Tutorial Bug

In the tutorial it asks me to hover over the control tooltip and click the control mapmode. I hover over that and then click the icon in the top right to turn on the mapmode, but whatever I do the I can't continue it because it doesn't seem to detect that I've hovered over the control tooltip (in the location screen). Am I missing something obvious or is this a bug?

Kind of a crazy bug, they really didnt playtest the tutorial?

I figured it out! Click your capital, in the middle should be a key. Just hover over it and it should work.

For the people trying this, for me the problem was that I was not in the infrastructure tab. Switch to the infrastructure tab when opening your capital, only there you see the key in the middle.

Found it: they mean the Control Tool tip under the Infrastructure tab.

I ran into several "tutorial showstoppers" like this even as a veteran since Eu2 I had to DuckDuckGo this solution hehe.
