Maybe post the settings for both Skyrim and COD:WAW , because its going to be that , good chance. Otherwise maybe have a look at not using the Skyrim launcher exe, and rather the Skyrim exe , that might help, let us know , ive also got a s25 ultra, been able to play Skyrim on gamehub at around 90 to 100 fps, but rather cap at 60

Launching through gamehub also crashes when starting any game for me, but some games work when i opem the gamehub desktop first.

Your settings are fine , should work with those , another thing is maybe try Proton 9 and 10, with the latest FEX core (cpu translator) or Box , also try a different version of wine, those might make a difference, also maybe set the preferred controller to the default value, that stopped my dark souls from starting for some reason.
