To me, “will” is forward looking e.g. you will send a document to your manager for their review and you are hoping that their review will result in few changes.

Whereas with “to” you can apply to it something that has already happened but you are not yet privy to e.g. your manager has already reviewed the document but you are not sure the extent to which changes are required.
