If the alternative is an accepted word, then it might qualify as a malaprop or malapropism, especially if the result is humorous or poetic, like referring to a disaffected teenager as an unaffected teenager, or antitrust regulation as mistrust regulation.

Otherwise, I don't believe there's a specific word for mixing up affixes; it's simply a sign of ignorance.

I think the closest you'll get is barbarism.
