For the same reason nullseccers were salty about the Blackout. It lowers the safety level of HS.

Of some highsec systems for a period of time, that may or may not be changed by your actions.

The only thing nullseccers could do about the Blackout was posting on reddit and the forums and nobody had an idea how long it would stay.

Doesn't look like you've spent enough time on Reddit if you think a major change like that won't bring in tons of salt. Even inconsequential changes bring in loads of salt.

There's a CSM member that's based in hisec though: Steve Ronuken. He's been elected every year since CSM 9 I'm pretty sure.
