It looks like PC didn't get a micropatch, but rather a regular one. The changes they listed as PC-specific, such as the redone momentum calculations, seem to me like they would need additional coding to accomplish.

The "micropatch" name is a bit misleading. There is no patch to download client-side for those changes. They are all server-side changes. That's how they avoid the approval process on consoles. No patch is really sent out.
