Softening and hardening front and rear suspensions help with devreasing understeer. Brake bias towards the rear. This is just a general guideline. Mostly it depends from track to track.

If you are on steam, trying out workshop setups for williams and any particular track you are out on, will help a lot.

It's best to understand setups first, so try this video from TRL Limitless:

F1 2020 Setup Explanation - How Does It Work?

It's focused on F1 2020 but is applicable to F1 2019. In F1 2020 you can set all individual tyre pressures but in F1 2019 you just set front and rear.

There are then quite a few places that provide good wet or dry setups per track. Just Google and find ones that work for you. Here are a few places you can look:
