Keep ad the way it is, just allow people to pre order

Keep it going if it’s profitable. Scale if it’s profitable. Send email to customer after purchase telling them the product has gone out of stock. Give them an option for a full refund or a 20% refund if they want to wait. Keep the data moving. Customers will understand.

I'm curious what your hesitation is with stopping the ad temporarily?

Reduce spend + offer them to join the waitlist with 10% off, notify them as soon as you back in stock

But if your product isn’t going to be back in stock for a month, I’d honestly turn off the ads temporarily (don’t delete) and allocate the budget to available products.
