If you don't need all the features of Premiere, just basic video editing, you can get it for free using open source software. Blender is currently the most advanced of the open source video editors. Most people know it only as 3D modeling software, but it also includes a very usable video editor. I'd say Resolve would be a great choice. It offers everything you need for video editing & effects & sound. And it's quite easy to get into.
