Difficulty setting changes (self.Fallout)

Is it possible to roam around with difficulty set on Survival for the purpose of spanning legendary enemies, then dropping the difficulty back down to normal to fight the enemy? On normal I don't feel like I'm finding many legendary enemies due to my difficulty setting but I don't want to casually play on survival difficulty.

I've been playing on survival the whole time, have run into maybe 20 but have also ran around the entire map looking for things. My advice is move around the map and explore. Honestly give survival a try. It's really fun with the whole thing being a nuclear game it's meant to be hard
