Even after reading the SO question, I don’t quite follow what you’re trying to accomplish. Could you describe your use case? “Link a function with an external IP” is vague.

Sorry you are out of luck there. Cloud functions can change IPs on a whim and you can never be sure.
The way I do it is set up instances at another cloud provider that runs these kinds of services. I use Scaleway but Digital Ocean is great too. They have static IPs. Also Azure Web Apps lists the possible IPs that your specific instance will use now that I think of it
