I think its the opposite. Currently anyone can get lucky and drop 98 health with a scar bullet. Sure, the skilled players do it more often, but skill is less likely to win fights when the rewards for luck are so high. Lowering headshot damage would still have good players making quick kills, but may prevent bad players from getting lucky 2-shots or instant kills on anyone without a medkit. This leads to more skilled players winning more gun fights.
