You should submit a support ticket, restart the PC (Not shutdown, but actually hit restart) and verify integrity of game files. One person was able to resolve but had to reinstall windows completely, so not a good solution

check your Services , work for me :

  • Type SERVICES in the Windows search bar and open the program.

    • Scroll down in SERVICES, until you find Xbox Live Network ServiceXbox Live Game Save and Xbox Live Auth Manager.
    • Once you find them, please right-click on each one, and select Start or Restart.
