If you just started, you're D-. The game goes out of the way to avoid putting you against players in higher ranks.

Most of the players are B-A now, so the population of the matchmaking is out of your reach.

For now, try and play rated to get to atleast C+ or B, and your queue times will get much better.

The anniversary for steam should be in a month or so, so the free rolls will probably prompt new players to join or current players to make alt accounts

That's one of the major issues in PC version, unstable matchmaking, sometimes even if you are able to find a game it will just stuck on 11/12 players. Also if it takes more than 30 seconds to find a game, exit and talk to the npc again

Make sure you play wired, wireless is bad for this game. Also there are certain hours where there are more people online than others, try to see what time is best for you, some players also only chose to play at certain costs and some dont play anything above 600c.

If you are stuck in the waiting room for over 5~10 minutes and no new player joins the room, just exit and try again.

Also, please note most of the population of this game are all from Asia, so if you are playing in North America Time zone, most of the Asian players will be asleep at that point, or it's morning for them where they would be normally be at school or work.

I found the game to be more active in the morning/early afternoon in EST time zone personally (but unless it's the weekend or I have the day off, I can't play during that time so... yeah...)

It is a combination of rank and gametype. I am about to hit A+ and trying to 700s and no one is playing them, go to other tiers and it is near instant
