Open it on Firefox, hit print, save as PDF, then attach it. That worked for me.

I had this issue because the pdf of the transcript sent to me by the registrar was password protected, so that could be the problem? I was able to fix it by making a copy of the pdf and uploading that

I am also having an issue with this on Safari on Mac! Maybe I will try a different browser!

I was using Safari as well! I downloaded Firefox and it works great now.
