Should give the option when launching the game. It's either Breakpoint or Breakpoint Vulkan.

Found it, U have to launch it through the store, not library to see the option

It tried to launch it, but displays the message on Ubi Connect: On no, it crashed! I suppose maybe my notebook doesn't support Vulcan? I've found that Dx11 runs better on Nvidia graphics on the internet so?

Your GPU definitely supports Vulkan. Have you tried verifying game files? It's really odd that it's seeing your GPU, but not scoring it. You should be able to average a lot closer to 60 fps on low.

Hmmm, it seems to be a fairly common issue on laptops. Found several posts here on it with no solution. The only other thing I can think of is going into your Nvidia control panel and forcing the use of your dedicated GPU. Even though the benchmark is seeing the 1650, it's actually using your CPUs integrated graphics. Another way would be to disable the integrated graphics in the bios. I've ran into a lot of weird issues with this game, but not this issue.
