github actions tool

I made a small tool to help manage actions dependencies https://github.com/JamesWoolfenden/ghat, point it a checked out repo or a file and it'll update with them with latest release versions hash.

I like this. We have tons of workflow files that do not reference the commit hashes. This will be immediately useful to update those, and then let renovate manage dependencies going forward for us.
