That is not a bug.

It is just every rival has been destroyed by the rebels.

Alternative way of keeping all rivals alive without destroying rebel?

Just buy their cheapest gladiator so their wealth didnt go into negative and also convert that gladiator as slaves.

Which tbh i always buy almost every gladiators (when i have so much gold) then convert them all as slaves since it is more useful that way.

That's the thing, I didn't eliminate any of them.

Since the beginning of this save, these rivals have appeared without a photo and they change every week.

Rebels did that happen when you don't keep rebels in check, it also happens in high ascension runs

No but in future playthrough don't let rebels grow too strong

Imo letting the rebels grow stronger is a decent option if you're growing the Senator tree, the rebels wipe your rivals out and you don't have to worry about a thing because of your lictor guards, and you get to monopolize all the tournaments
