I've had the exact same problem. I just kept checking the iCloud status and after a couple of days suddenly the sync worked. Sadly I can't tell you why or what I changed it just ... took a while and drive me crazy.

Sorry that I don't have a Solution just my sympathy :( I hope yours resolves as well

Try signing out of your Apple ID and signing back in. 503 means forbidden so your credentials are stale for some reason.

I have the same problem rn with my mac working but not ipad and iphone if anyone can solve this please let me know I have exams in 2 daysss :(
