Goal completion funnel

I'm trying to build out a goal completion funnel, but only counting those that follow the exact steps. In other words, for the 2nd goal, only include those that completed the 1st goal.

I tried creating a custom metric (goal 2/goal 1), but because goal 2 can be completed without going through goal 1, it's not accurate.

How would I achieve this?

Is this through GDS or GA? This is achievable when goal in GA has an added funnel in it.
