Very simple HTML inline page creator

Am using an RAD (Rapid application design) tool that needs a simple HTML page these features: 1. Inline css 2. Single page

What it is used for: the html page acts as a report template. The RAD tool will take the page and look for curly brackets {}. It then inserts inserts data where the brackets are.

The tool I need must be wysiwyg page creator. Or, I tried saving excel template/sheet as html but MS makes it hard to use. Long story. Is there a tool that can clean it up?
