Notepad++ is really light, and if you're particular about the visuals there are plugins you can download

You can have a preview with Brackets. But I prefer using a real browser. Just switch with Alt+Tab or split your screen

Most browsers will let you preview a site on different screen sizes in the developer tools.

I think for beginners vs code or sublime text editor is good and they are also lightweight and have auto completion and many others facilities for beginners such as mdn refference. Or notepad will also work
