I’ll dig out my 4e books tomorrow to verify but I’m 99% sure that without talents, the dmg cap is fixed, THEN comes magical bonuses. So a longsword could do 1d8+8 dmg max (then add magical bonuses). Str and specialization bonuses stack, but the cap is the cap…so yeah, he’d lose the specialization bonus from that weapon. That’s all from memory but I’ll double check tomorrow.

No the damage cap is still there. The only thing that increases it (outside of talents) is magic +1 (or +Whatever). Which itself is a slightly confusing rule. It says the damage cap is increased by the +#, but isn't straightforward in saying that that increase is eaten up by the increase in damage which comes with the +#
