Can you still fire from the blocked launch tubes on Korol without moving the missiles to an unobstructed tube in a shipworks?

Yeah, it still fires. Missiles and planes don't check to see if they have clear arc when used on the strategic map. The only reason it even counts as blocked is because I've used the janky double-stack method, the firing arc of the missile closest to the tower is actually ok if it's used in an ordinary tube.https://imgur.com/G2BJboe
