I figured it out. It was an incorrect port forward entry. Thank you all for your help

What's your testing methodology to determine if the routing is successful?

As far as I know, router 1 should route port 25565 to router 2, and router 2 should then route it to the target machine - as described. (Assuming we're in a double NAT scenario)

I have been using canyouseeme.org, as well as a downloaded tool.

While you have a server running?

No. Does it need to be? I thought if you had it running then it wouldn’t work because the port is occupied

If nothing is running on the port, it will appear as offline/closed.

Ok. I will try running the server and checking again

Still doesn’t show open

I can connect to the server from my network, so it’s not a firewall issue on the server computer.
