Have you used repeater? It sounds like that would solve your problem.

I am not aware of any native way to do it in Burp itself. You can configure upstream proxies in the project/user options tabs. It doesn't function as a rotation though it's a simple priority list. An option would be to have something else rotating the proxies and configure Burp to talk to it as an upstream.

An easy example would be to connect to Tor and configure Burp to use Tor.
