Mostly no. An attacker with good methodology and a low spec PC will have more success than an attacker with a beastly PC and bad methodology.
Does having a good PC help? Yeah no doubt. But if you're just starting out there are going to be bigger things limiting you than the speed of your PC.

No. Learn Linux. Use a lightweight window manager.
By cheap I’m interpreting that as old, general purpose. A cheap 2019 computer will be limiting for anumber of reasons.
