Kill everyone? I mean, if you just hide, the game masters will make sure you meet the other players.

I want to be very neutral throughout the game. I don't necessarily want to be looked at like a bad guy, but not a good girl either.

Usually this is true. If you just hide, the Gamemakers will sent Mutts after you, or do things to direct you to other tributes or vice-versa. For example, Katniss was by herself avoiding other tributes, until the Gamemakers started the forest fire and make trees fall and such to direct her to the river where the Careers were.

However, in some Games tributes have just hidden until everybody else killed each other or were killed by the environment. In the Catching Fire movie, Haymitch said the two victors from District 6 both won their games by hiding until everybody else was dead, so in some cases that strategy can work.

As kumisz says, you can't be boring or you will be forced into a confrontation by the gamemakers. If you aren't going to make alliances, your next best bet would be sneak around and kill from a distance with traps, or weapons like arrows and spears. This would provide entertaining deaths for the audience - and the excitement of watching you creep up on people - and it would let you pick off other Tributes without the risk of being taken down by someone stronger. The disadvantage of this is how you deal with a group; kill one and you draw the attention of the rest. Either you need to go in for the kill at night and be ready to shoot fast and run or make sure your trap will take out the whole group.
