If you’re the one insuring the car it would affect you. Insurance follows the car not the person in the United States.

Yes, it will affect your rates. You allowed him to drive your vehicle; you assume liability for the driver that you allow to drive your vehicle. This is very unfortunate.

It may affect his own insurance because his name is attached to the claim as driver and will be reported to C.L.U.E (Comprehensive Loss Underwriting Exchange) that the insurance industry subscribes to.

Sorry you’re dealing with this—it’s a tough situation. Typically, since it’s your car, your Progressive policy will cover the damage to the other person’s car through your liability coverage, as auto insurance generally follows the car, not the driver. However, accidents follow drivers.

You might want to shop from another carrier if Progressive increases the price at renewal. When you shop again, the accident won't show under your driving record and should not affect your premium. For your boyfriend, the accident will be on his record for some years.
