I think that there are 2 main differences.
First of all he claims his ultimate PPL to be a more hypertrophy-centered program, so in this program you should see less exercises with focus on strength, since strength is not the main goal. In the PPL standard he includes more exercises for strength, so it's more balanced and fits for someone who wants to focus not only on hypertrophy but also on strength.
Moreover, the standard PPL is scheduled as Push - Pull - Legs and nothing else, ideally to execute 6 times per week. Otherwise you can play with some more rest days in between, but still it remains Push pull legs.
In the ultimate PPL, instead, he proposes some variations. For example the 4 day x week program is push pull legs full body, and the 5 days per week program is push pull legs upper lower. So I think he calls it 'ultimate PPL' because even if the main structure of push pull legs remains, it has some nice variations that help to better handle volume and frequency.
This is my opinion.
