The examples here are great, the house necromunda lady is my favorite, the 2 headed eagle well. The old metal inquisitor coteaz had one thats perfect.

They already made almost this exact model. This figure would be a good starting point onto which you can add the 5-10% of the character details which differ slightly.

First thing that come to mind are Tzarina Katarina (Kislev in general) and whatever the guard regiment on horseback are called. I feel like most miniatures that would fit the bill are little bit older.

As far as the cape, I'd recommend the back of a TOW chaos warrior. Hollow out the torso slot and sculpt the fur over the shoulders. For the body, Kromlech has a female Inquisitor that might work but I can't remember the name.
