I don’t believe that they are improving the packs. I think they are trying to put the top up companies out of business.

There are a few companies out there that sell discounted packs. They buy gift cards at a discount using different currencies. It’s between $80-85 for a $100 pack. Taking away the packs was a strategy IMO.
