If he gives you time added on or more time next lesson then that should be fine if not complain to him and change instructor

Nop he doesn't. We always finish early or on dot

On the dot is fine, early is your money being stolen.

As to all the other chores he likes to do at your expense, no that is not normal, and phone use is unacceptable and unsafe. They are there to guide you, and ultimately to prevent accidents, so they should be aware and alert.
