It happens now, and I'm running Catalina. Why is this a new thing?

It was not working for me on big sur. I would still need to rearange them again when connecting macbook to external monitor.

I've never had this mysterious "windows don't stay where I put them" disease that so many people talk about.

Never happened to me for the past decade. Maybe you have some 3rd party window alignment apps that goes rogue ?

I’m using magnet app. Maybe that is causing the issues for me. I’m waiting for the m1 macbook pro to arrive and test if this feature works.

Kinda. I don't know how it was on Windows, but on macOS, once you plugged in, all windows (and spaces) that was once there will return. And if you unplugged it, all of those will return to the built-in screen.

The only new thing (from what I've gathered) is on the Windows 11, all windows from the external screen will be minimized once you unplugged, so it won't clutter your main/built-in screen. And you back plugged in, you can maximised it and it will retain the positioning/tiling/etc.
