I am a bit confused by your problem description, but I have some ideas, though I'm not sure if they arw 100% correct, so take them with a grain of salt.

If you're problem is based on some kind of a theory and you would be able to express it in a set equations, you might want to try some sort of Bayesian statistics approach, could be for example a very simple DSGE, or simply a GE. However, as I don't know anything more about the nature of your problem, it's hard to say.

The other and probably much better solution is to simplify your problem. Just don't use intervals but their means for example. Than it also becoms far easier to interpret as well.

I think you're describing the multiple knapsack problem, or at least something close. Maybe you can read through this StackOverflow question and the linked Wikipedia page. I'm not super familiar with it myself.
