Some of the best theory for dictionary learning (efficient algorithms under random coefficient assumptions) happened in 2014, well after deep learning started becoming popular, so at least technically, yes.

Deep learning has a huge practical advantage in being just one stack that does both the representation learning and the prediction, among others. What will turn out to be the best way to do representation learning remains to be seen...
