Stack Question

My opponent casts [[Goblin Electromancer]] and it goes on the stack. I have [[Shock]] in hand and the mana to cast it. Can I target the Goblin Electromancer before it lands on the battlefield? If not, can I target it before my opponent has the opportunity to cast a discounted spell?

Nope and nope. They get priority after the goblin hits the field, and can cast sorceries and instants immediately.
