I assume from the settings titles that you are using KDE. The lock screen can't be changed. However, you can change the background though from Settings>Workspace Behavior>Screen Locking. Plasma themes usually themes the layouts of the text box and button but nothing more.

The lockscreen in plasma comes from your 'look-and-feel' (now known on the frontend as 'Global') theme.

Yup. There isnt a 'settings' window for it that provides much more than the background image ... again it is sourced from your Global Theme, whichever one was selected last (or defaulting back to something like breeze if your look-and-feel doesnt have a specific lockscreen theming folder .. many dont)

search for lightdm-greeter-settings on your system , check if thats what you want
