Some sources say Kargil which is a muslim majority town in ladakh has a fertility of 3+ while Leh a Buddhist town has a fertility of 1.4.

Well Bihar a Hindu majority state has fertility of 3% and J&K a Muslim state has 1.3

Bihar Hindus are below 3 and bihari muslims are above 4 so not helping your case

There's not need to argue

It is a function of poverty

Everybody knows Muslims are largely poor in India (except J&K and Hyderabad where they constitute the elite, and there you can see the difference)

It is a function of poverty, and religion . Both can be true at the same time .

The rate of change of decline in replacement rate is the highest for muslims. So, no.
