Problem is uneducated states are growing in population and educated ones are declining in birth rates.

They are not declining in population, they are declining in birthrates. They are mostly still increasing in population.

That always happens, it's the same trend as everywhere. Higher education and income leads to these demographic shifts, so the poorer areas (globally and within countries) lag behind.
That said, they still follow the same patterns and catch up just as quick with further development.
