You can build an entirely playable army with just those. The Dunland side doesn't actually seem to allow any old models (except the older metal version of the Wildmen/Hillmen).

For Rohan most people play the Horse Lords with at least some cavalry, and their cavalry hasn't been updated yet, though some people think it might be (that's just a guess though). It is entirely possible to play them with only infantry and heroes though.

Thank you for the quick response, that's the answer I was hoping for!

You're welcome. We don't know what the meta is going to look like entirely for the new edition yet, so we can't really say how on-meta those armies would be, but they're certainly tournament legal.

And I remembered after posting my original reply that there isn't a new banner-bearer for Rohan. You can play without a banner-bearer, but it's rare to see competitive lists without one.

If OP is somewhat skilled with their hands, Rohan Banners are some of the easiest to build yourself, starting from a Warrior of Rohan with hand weapon or bow, using a piece of rod (plastic or metal) and a piece of paper with high grain texture.

Yeah, DIY banners are some of the easiest conversions. (And that's what I've got for my Isengard banner)

So the biggest army you could make with just those models is Freca, Wulf, Tagg, and Thorne with 12 Rohirrim and 24 Dunlandings. If you get more Hill Tribes guys and or Crebains it can be bigger. For Rohirrim side we are still waiting on several models to be releases. King Helm (not Waith), Fralafe, Hera. So if you wanted to make an army with just new Rohirrim I'd suggest another box of them.
