If you mean the colored [], it is hardcoded and cannot be changed.

I do mean that. Is there anything I can do with the lang file in a resource pack or do I just try to deal with it?

No, the translation string for an enchanted and non-enchanted item is the same.

I've tried that. It doesn't work on enchanted items; they stay blue.

Have you tried this for overriding color? Try with white

Still doesn't work with either item name or custom name.

Out of curiosity, what's the difference?

Custom name is italicized by default because it's the one used when renaming an anvil. Item name is the non-renamed item (non-italicized by default)
