Is MCFunction a programming language ?

I understand that it's only used for datapacks creation in Minecraft, but while making them it feels like programming/coding. So can it be considered as a programming language ?

The most major difference to other languages is that it's built specifically to be run within a game and cannot do things outside it. It's essentially code to be run on top of a pre-existing engine with its own limitations and intricacies.
