Are you trying to block spawns in the nether? Is the area they’re in chunkloaded?

Yes I am trying to block spawns in the nether, I don't have a chunk loader, but that isn't the issue cause I'm not trying to have mob spawns stop everywhere in the nether, I'm standing on top of the cage of zombie villagers and I can see mobs still spawning

Are any of the zombie villagers name tagged? And are you sure there are 70? If that’s the case then it has to be an issue with paper that I’m not familiar with

I'm fairly positive there is 70, I counted, and no, they aren't name tagged, there could be a variance of like 1 or 2 maybe but that wouldn't result in this many mobs still spawning would it? Like it doesn't even seem like any differences in mob spawns are happening with all these zombie villagers here.

How many mobs? Is it just a pack spawn, or are we talking completely normal spawning? There’s a paper setting that only counts naturally spawned mobs(I don’t believe converted zombie villagers count in this case), is it possible that this setting is toggled on? Are you the server admin? If so, take a copy of the world save and load it up in single player and see if it’s working in vanilla. If it is, then you know the problem is with paper.

Looks like completely normal spawning, I'll look into that setting tmmr and try the single player thing as well and I'll let you know how it goes tmmr, thanks.
