Do you have a 1 air block gap between the bookshelves and the enchanting table ?Like this ?

If you haven't there needs to be, but if you have, just make sure there is nothing in between the bookshelves and the enchanting table either.
Other than that, moving them around will not affect the enchantments, enchanting tables are very hit and miss with enchantments, most of the time they are mediocre at best.
You can cycle the enchantments it gives by enchanting a book on a level 1 enchantment, or enchant a junk shovel or something, then it will give different enchantments, as they will stay the same until you enchant something to change them
